The Indian Political Situation Memorandum for Secretary of State for India (dated 28 January 1942)

Yet this fundamental issue has been throughout ignored by the Congress Party which, in spite of efforts to please the Moslem elements in its facade, is essentially a Hindu party in its ingrained conviction that it is the natural heir to the British Government in India and entitled to take over both control of legislative and executive powers, unfettered by any limitations save such “safeguards” for the “minorities” as it has professed to be willing to grant.

…Meanwhile, the experience of Congress Government in the Provinces and of the centralised dictatorship of the Congress “High command” finally decided the Moslems now increasingly coming together in the Muslim League, to reject entirely any system of government for India as a whole based on a Parliamentary majority executive.
